CODING THE FUTURE: COMPARATIVE ARTIFICIAL GOVERNANCE IN INDIA AND THE USA
Artificial governance refers to the integration of artificial intelligence (AI) systems into decision-making processes across public administration, legal systems, and public service delivery. As governments increasingly rely on AI tools for efficiency and scale, questions of transparency, accountability, and ethical oversight have come to the forefront. This article analyzes the United States and India—two of the world’s largest democracies with contrasting technological infrastructures, regulatory cultures, and governance philosophies. The study explores how each country integrates AI into various sectors, from predictive policing and immigration control in the U.S. to welfare distribution and healthcare management in India.
It seeks to answer critical questions: How are AI systems reshaping governance? What legal and policy frameworks are emerging to regulate them? And to what extent are democratic values upheld in the age of automation? The thesis advanced is that while India and the USA adopt distinct pathways—driven respectively by centralized planning and decentralized innovation—their approaches converge on common challenges like bias, surveillance, and the need for ethical oversight. The article concludes with a call for globally harmonized AI governance norms that are inclusive, rights-respecting, and collaborative, leveraging platforms such as the UN, QUAD, and WTO digital frameworks.
