STATE OWNED ENTERPRISES IN BOTSWANA: CHALLENGES ENCOUNTERED

This paper examines the challenges faced by State Owned Enterprises (SOEs) in Botswana. State Owned Enterprises in Botswana have been established since 1965 by Acts of parliament as vehicles for economic growth, infrastructure development and provision of services. Despite their importance, their practises have not been evaluated to determine whether SOEs are achieving their intended objectives or not. This paper employed the qualitative approach with the use of open- ended questionnaires, interviews, field notes and observations on selected State Owned Enterprises to explore the challenges faced by these SOEs. The population of the study included Board Members, CEOs, Executive Management and junior employees. The study used stratified, convenient and snowball sampling to select samples for the study. Open ended questionnaires, structured interviews and field notes were used to collect data. The political theory was used to benchmark SOEs practises across ministries. The findings indicated that SOEs were subjected to political interference, lack of monitoring and supervision and communication gaps. The study concluded that more needed to be done to address the challenges that emerged from the study.
